There are many bogus sharers that will be blocked by your PeerGuardian.
Institute for informatics is only one of them.There are also a lot of fake torrent seeders out there too,that start to seed a false torrent in order to gain your ip number & then report you to the authorities.
there is a list of all unallocated ip numbers which is called "bogon" add it to your PG.You can find it on a google,& it is updated each other day.(A lot of anti p2p use these unallocated ips) including RIIA etc.
It is not new though,these practices Have been going on for a long time.
You are quite correct though & it is wise to keep your peerGuardian updated,& as there has been a few problems with updates,you can always update from the Pipex list.
also as a footnote,it is not always seeders slowing down torrents,but ISPs using their
so called "Fair use policy" between certain peak hours,they are throttling common torrent & P2p ports!
PeerGuardian will also block some ips that are not intending to connect to you,but are merely passing through your computer connection in order to connect somewhere else (Hence the name internet)

ok, thanks alot Busker, ill find out about these updates, really new info 4 me, really helpful.
The thing is how come these bogus peers r accessing TM? (registration required, no dht, how???)
btw Im downloading as much as my bandwidth allows (think my isp is fixing so much problems already, they dont have time 2 throttle torrents)

i don't think they are here, i think those might be leftovers of the over-protection from peer guardian.. just to be fair and back up my guess, tty to write down a few (5-10) of the different ips that show up blocked and bad, and if possible - different, not those that differ by last number but different in general? and send me a pm with them? i'll try to look them up..
ps. the key word here is "popular". popular torrents would be screen copies of movies started this friday, or stolen/freshly released games, or madonna's or eminem's new albums.. weekly armin's show isn't a popular torrent, and i bet you in "global", out in the wild and combined other mixing-trackers that is the most popular download out of all mixes we have and will have.. usually only armin is present on big trackers, like torrentspy, isohunt etc.

I think I stopped all other torrents, closed utorrent, restarted both windows and the router (got new external ip) to check if these IPs where still connected. but they were still comin up and blocked.
Anyway Ill try to do it again to make sure that Im completely disconnected 4m all other trackers, copy some of them and send them 2 u.

I'v got a list of there IPs and when I add them 2 PG2 they come up alot when using other trackers.
WHATS STRANGE is I was leechin 4m here (I stopped all other torrents) and PG2 still shows and blocks them.
I dunno whats goin on or if its just a rumor or what???
