Permanent "fix" for fraction of poor peers for Azureus 2.5?

My problem: When starting my torrent client (Azureus 2.5) there is sometimes a small fraction of poor peers. Recently it was "peers: _good: 13 _poor: 1" for example. By clicking on "fix" I found a small explanation for this phenomenon. What I think I understood is that the small fraction of poor peers is caused by timeouts due to communication overhead on starting the torrent client. I also learnt that there is a solution to this problem using utorrent.

I tried to solve this problem using Azureus. But after skipping through my preferences in expert mode I'm still not sure about what to change.

I would appreciate any help, since I do not want to use the button "fix" anymore. And honestly, I do not know for how long this button existed in my status bar. (Yes, I still get lost sometimes on this awesome site in its great abundance of features.)
